Unable to ping UP serial port on Cisco 3845?

I have a port that I'm unable to ping. It is a T1 CSU/DSU card serial 0/3/0 for example. Everything says its connected to the other location but there is no traffic and I'm unable to ping to port by its IP when connected into router. If it is up I should be able to ping it; does anyone have any ideas?
