Our home loan got declined?

Hey, our loan got declinded, yet our lender told us we could afford a house for 250000! We applied for a house of 172500, which we paid a 4000 deposit so we only need 168500, but my partner has a personal loan which is 27000! so really all up we need 195500! my partners income is 1412 (about a fortnight) before tax and min in 279 (but i can get an extra 100 weekly) i just wont have a pay slip. Should this have been approved? we got told it would! we also had my parents as a guarantor!!
